Tarp in road causes fatal motorcycle crash in Russell County

A large commercial vehicle tarp in the roadway on Interstate 70 contributed to a fatal motorcycle crash late Friday in Russell County.
Kansas Highway Patrol reports Morris Henry Noftsger, 64, of Keifer, Oklahoma, was driving a 2015 Harley-Davidson motorcycle on Interstate 70, 3.9 miles east of the Dorrance exit, at 11:53 p.m. Friday. That vehicle and another motorcycle, driven by Valierie Sue Bowen, 47, of Tulsa, struck the tarp, causing them to crash.
Noftsger was in the roadway from the crash and was struck by an eastbound semi-tractor driven by Elizabeth Ann Randall, 25, of Beggs, Oklahoma ...
