State issues important to county officials

POSTED November 10, 2011 3:48 p.m.

Barton County Commissioners will not meet Monday because of the annual meeting of county officials from across the state in Topeka.
At the Kansas Association of Counties Annual Conference, the program will include discussion of state issues.
“Member counties will be called to review the issues and determine the platform’s final form. It will then be utilized during the upcoming legislative session to promote issues related to county government,” according to county information.
Many of the issues that will be considered in the legislative platform follow through from previous years, County Administrator Richard Boeckman noted, but there are a few new issues to be discussed.
Those include::
• The state’s primary responsibility to provide access to mental health services. It is responsible for either providing the treatment or funding community programs and that issue will be discussed.
• Counties are faced with problems of competitive bidding requirements during times of emergencies, such as when repairs are needed in the aftermath of an emergency. The possibility of such bidding being waived will be discussed.
• The use of credit and debit cards by county governments will be discussed.
• Titling of water crafts will also be discussed.
