Russell Raymond Carrier, 64, serving a sentence for first-degree murder, is eligible for a parole hearing in September. In August, the Kansas Prisoner Review Board will hold public hearings for Carrier and other eligible inmates. Carrier committed his crime on Oct. 26, 1970, in Russell County. He is incarcerated with a maximum-security custody level at Lansing Correctional Facility-Central. His last parole hearing was in September 2011.
