He received his bachelor's degree from Kansas State University in 2005 and his law degree from California Western School of Law in San Diego, California in 2010. Banks, State Conservationist for the Natural Resources Conservation Service (NRCS). Kansas State University's Army and Air Force ROTC units will commission 30 cadets as second lieutenants at ceremonies May 13, in Forum Hall at the K-State Student Union. The Army ROTC ceremony will be at 10:30 a.m. and the Air Force ROTC ceremony will be at 2 p.m.
