ULYSSES - Billie M. Carter, 84, died on April 3 at her home in Ulysses. Born June 30, 1927, in Ulysses, she was the daughter of William and Beatrice (Wolfe) Elliott. On May 23, 1947, she married Robert M. (Bob) Carter in Ulysses. He died on Oct. 31, 2001. She was a homemaker.
