Cheryl (Dunlap) Rugan, CPA, has announced her candidacy for reelection to the USD 428 Board of Education. She considers herself a concerned mother of children in the public school system, not a politician. After consideration of the importance of sound leadership and the impact that the USD 428 school board has on our children and the community, she believes that she has a vested interest to stay involved. “I will continue to approach the school board position with no hidden agenda, but with an open mind, listening and utilizing my experience where I can add value to this community that has given me so much.”
A native of Great Bend, Cheryl and her husband, Robert, a banker, chose to return to their roots to enjoy the privilege of raising their two children, Wyatt and Olivia. She has been active in their schools by serving on the current USD 428 Board of Education, Panther Booster Board, Site Council, PTO, and volunteering in both the classroom and library. Additionally, she serves as an active member of Grace Community Church, P.E.O., Great Bend Area Panhellenic, Club West Board, and along with her husband, Robert, were Honorary Chairs of the 2010 BCC Foundation Auction. Cheryl is the daughter of Sharon Dunlap and the late Rodney Dunlap.
Cheryl is a graduate of the USD 428 school system as well as Barton Community College. She graduated Cum Laude from Wichita State University with a degree in Accounting. She successfully obtained the designation of Certified Public Accountant and worked for the international accounting firm KPMG in Wichita specializing in audit. Subsequently, she served as controller for two different companies. “We face difficult decisions in the future of education in Kansas. The state budget will have a direct impact on the education of our children in Great Bend. I feel that the experience I have gained as a CPA and a current school board member will benefit the district greatly as the budget concerns are addressed in this financially stressed environment.”
Cheryl believes that our school system offers a great educational opportunity through excellent teachers to every child in our community. She said, “Our curriculum and diverse educational programs provide a strong foundation for our children. As a board member, I will continue to uphold the obligation to the taxpayers to be fiscally responsible, while maintaining the integrity of the educational programs for our children. I understand that the education system is an emotionally charged business, producing the most priceless product, our educated children. As a reelected board member, I will continue to keep an open mind, ask the difficult questions, listen to concerns, and make informed decisions.”
“Finally, I will work to do the right thing for the majority, knowing it is my obligation to be fiscally responsible to the taxpayers.” Cheryl went on to say, “It requires tough choices to benefit the greater good for the students, USD 428 employees, and the community. I hope you give me the opportunity to give back to this community that has blessed me and my family by voting, Cheryl (Dunlap) Rugan, on the April 7th ballot.” She made a final comment, “One final reason that I am filing for reelection of this board seat is in memory and honor of my brother, the late Ryan Dunlap, who was a beloved teacher in the USD 428 School district.”
