State hospital escapee quickly taken into custody

LARNED – A Larned State Hospital inmate taken to University of Kansas Pawnee Valley Campus in Larned for treatment escaped Tuesday afternoon, but was quickly recaptured, Pawnee County Sheriff Scott King said.

The inmate was identified by Barton County Sheriff’s Department Lt. Steve Billinger as Jordan Biccum, 29, of Ford County. He was facing charges of aggravated assault and aggravated kidnapping as a result of a domestic incident in Ford County.

According to King, Biccum was brought into the Pawnee County Campus by Kansas Department of Aging and Family Services which operates LSH. He is being housed at the facility’s Isaac Ray Building which holds LSH’s State Security Program.

At about 2:30 p.m., he was unshackled and managed to flee the KDADS officers, King said. However, shortly after Pawnee County 911 put out the call, he was apprehended at the Unified School District 495 bus barn in Larned. 

“That guy is dangerous,” King said.

It was Biccum who was also involved in an altercation in Great Bend last Thursday, Billinger said. The Ford County Sheriff’s Office was transporting him from LSH to University of Kansas Health Systems Great Bend Campus for care.

While there, Biccum kicked out the window of the transport van, so the FCSO asked Barton County to return him to the state hospital. Biccum proceeded to rip the headliner out of the BCSO cruiser and damage the radar.
