Dear Editor,To the city council: If you rescind Mr. Couch’s suspension before his appeal is heard, you will have a department head who could no longer be supervised by the city manager, whoever that may be. You will have given him your tacit approval to ignore the manager and go over his or her head to the council. Surely there is someone in the police department qualified to be appointed interim chief until the appeal is heard.
