To the city council: If you rescind Mr. Couch’s suspension before his appeal is heard, you will have a department head who could no longer be supervised by the city manager, whoever that may be. You will have given him your tacit approval to ignore the manager and go over his or her head to the council. Surely there is someone in the police department qualified to be appointed interim chief until the appeal is heard.
What if Mr. Couch decides he can’t get along with the new city manager? Who would apply for that job if her or she knew that the police department was beyond the authority of that position?
