Jay Russell has rejoined T&C Consulting effective Jan. 1 as the general manager of consulting and field operations. Russell brings 38 years of experience to T&C with a varied background in the oil and gas sector, along with environmental, health and safety.
Russell’s last 15 years of experience were in the midstream sector of the oil and gas industry. This included managing operations related to natural gas liquid (NGL) fractionation plants, cryogenic plants, compression facilities and associated pipelines. The last five years were spent managing the environmental, health and safety programs for two large scale midstream companies.
His prior experience in the late 1990s and early 2000’s with T&C included overseeing and approving all work related to the permitting, drilling and completing of class I, II, III disposal wells and NGL storage caverns and natural gas porosity storage. He was the field manager over water handling facilities statewide responsible for permitting, repairs, work-overs, work plans, Kansas Department of Health and Environment and Kansas Corporation Commission documentation and reports, scheduling crews, sonar’s, gamma-density logs and other work associated with NGL and natural gas storage.
He also performed cavern mechanical integrity Tests; supervised well work-overs, MITs, permitting, drilling and completion of NGL wells. During that time period he was also the corporate director for the Health and Safety Program. In addition, he is a certified hazardous materials manager (CHMM) with a designation at the “Masters Level.”
