Claflin City Council meets

CLAFLIN — The governing body of the City of Claflin met in regular session, Monday, April 8 at the city building.  Present were Mayor Michael Urban, Councilpersons Kirk Schneweis, Kelly Nixon, Casey Hubbard, Leon Oberle and Dan Michaelis. Also present were City Attorney Bob Suelter, City Clerk Patricia Schmidt, Robert and Jennifer Gunder, Richard Hayes, Doug Hubbard, Murine Prosser and Jeff Wasson. These are the unofficial minutes.
Kirk Schneweis, Kelly Nixon and Doug Hubbard were sworn in as council members.  
Hays has requested reduced tipping fees at the landfill for the city wide cleanup.  
The City will charge the regular price for the Prom.
If a private party rents only the gym, the city will get the money.
Randy Oeser explained the plans for the driveway to 111 Main.  Michaelis moved to let Oeser put in the driveway, C Hubbard seconded with all in favor.
Murine Prosser would like to have a street dance and beer garden on May 25.  She wants to continue to raise money to be put toward the all school reunion in 2015.  The Recreation Commission people will help run the gates.  Gunder will see who will help with security.  Michaelis moved to allow the street dance and beer garden on May 25, starting at 5 p.m. and over at midnight.  Nixon seconded with all in favor.  
Nixon has been approached by a couple of citizens concerning a different recycle trailer.  The council feels the one we have is working well.  By council consensus we will not purchase a different trailer.
Schneweis moved to accept sealed bids along with a business plan for the Parochial School Bldg.   Michaelis seconded with all in favor.
The City will hire two assistant pool managers at $9.50 an hour.  Jennifer Gunder will remain the manager. C. Hubbard moved for Jennifer Gunder to go thru the interview process and bring her recommendation to the May council meeting.  Schneweis seconded with all in favor.  
Nixon moved to hire Prosser Construction to do demolition at 506 Main and at 3rd & Albro if the bid falls within budget guidelines.  Michaelis seconded with all in favor.
Schneweis moved to accept the bid from Pools Plus, $3645.10, for the lift chair we are required to have at the pool.  Michaelis seconded with all in favor.
Hayes is working on a plan to replace some water lines.  He will bring cost estimates to the May meeting.
Lou Embry resigned from the Housing Complex Board.  Randy Oeser volunteered to be on the Board.  Urban appointed Oeser to the housing board.  Michaelis moved to accept the appointment.  C. Hubbard seconded with all in favor.
D. Hubbard moved to send council packets via e-mail.  Schneweis seconded with all in favor.   
The council went over the insurance policy, making changes where items seemed to be over insured. The new numbers will be submitted to see how it will affect the rates.
This summary of the minutes is subject for approval at the next council meeting.
