Russell Raymond Carrier, 64, serving a sentence for first-degree murder, is eligible for a parole hearing in September. In August, the Kansas Prisoner Review Board will hold public hearings for Carrier and other eligible inmates.
Carrier committed his crime on Oct. 26, 1970, in Russell County. He is incarcerated with a maximum-security custody level at Lansing Correctional Facility-Central. His last parole hearing was in September 2011.
The Prisoner Review Board is interested in knowing the view of citizens concerning the possible parole of inmates. Public comment sessions will be held from 10 a.m. to noon Aug. 20 at City Hall in Kansas City; 11 a.m. to 1 p.m. Aug. 21 at the Finney State Office Building in Wichita; and 8:30-10:30 a.m. Aug. 23 at the Landon State Office Building in Topeka.
