LARNED — The Pawnee County Commission met at 9 a.m. Dec. 12 at the Pawnee County Courthouse. The following are approved minutes submitted by Pawnee Commission clerk Ruth Searight.
9 a.m. — Pawnee County commissioners Donna Pelton and Kathy Bowman and John C. Haas were present.
John Settle, Pawnee County attorney; Tom Giessel, Public Building Commission chair; and Dick King, PBS secretary were present.
Settle presented and discussed the documents needed approval and signatures by the commissioners and the PBC. 
After discussion and approval, Bowman and Giessel, signed the necessary documents and deeds for closing on the Pawnee Valley Community Hospital bond issue.
• Mark Wagner, Pawnee County emergency management/zoning director, presented and discussed the Geophysical permit requested by the Lockhart Geophysical Company for 35 – Tract in the  SW1/4 – 21 – 17W, No Wet Traffic, and also, 34 – Tract in SE1/4 – 21 – 17W, No Wet Traffic. 
Commissioners approved and Bowman    signed the permits.
Wagner gave an update on a Generator report.
• Scott King, Pawnee County sheriff, and Derek Slack, undersheriff, discussed replacing two vehicles. After discussion, King will get some quotes with trades.
10 a.m. — Public hearing as published, that the one mile of road, running north-south between Sections 05 and 06 in Walnut Township, be declared a minimum maintenance road pursuant to K.S.A. 68-5,102.
No one appeared at the hearing to give evidence or testimony regarding such determination. Therefore, the Pawnee County Board of Commissioners determined that the roads described herein and in Resolution No 2011-12, as a “minimum maintenance road.”
• Kurt Demel, Pawnee County highway administrator, gave updates on work, activities and plans. He discussed the need for new mowers. Commissioners approved getting some quotes. Commissioners approved and signed payroll change notices for the following:  Dakota Thorne, Level III, to Step 4, effective Dec. 8; and R. Scott Turner, Level V, to Step 5, effective Dec. 8.
He gave an update on the last FEMA project they have to complete.
10:45 a.m. — Kathy Rondeau, district manager, and Matt Meyerhoff, soil conservationist, gave monthly updates on activities, meetings and projects.
1:30 p.m. — Darold Bussard, courthouse custodian, discussed the snow removal contract with Eakin’s for the winter.
Commissioners visited the county departments to hand out Christmas to the employees.
Commissioners read and approved the minutes of Dec. 5.
Commissioners approved and signed checks for payables.
• Settle informed the Commissioners that the closing on PVCH bonds will be Dec. 15.
3:30 p.m. — Carl Miller, Pawnee County appraiser. 
3:35 p.m. — Executive session, 15 minutes, personnel.
3:50 p.m. – Commissioners approved and signed a payroll change form for Tina Keeler, as a Market Review, to Level V, Step 3, effective Dec. 12.
Commissioners signed Abatement No. 2011-11.
Commissioners approved a holiday schedule for 2012, and approved Monday, Jan. 2, as a Holiday, as per the new schedule.
Commissioners approved payroll schedule for 2012, and continue paying payables each as practical.
The county clerk added to the Nov. 14, special meeting minutes, the public hearing information.
4:10 p.m. — The meeting was adjourned. The next regular meeting is scheduled at Dec. 19.
