ST. JOHN — These are the minutes from the Stafford County Board of County Commissioner meeting.
The Stafford County Board of County Commissioners met on Wednesday, Jan. 28 in the Commission Room in the Annex. Chairman Garner called the meeting to order at 8:30 a.m. Present: Bryce Garner, Todd Wycoff and Jim Stanford.
Gina Schwein, Communications Director, presented employee evaluations for her department along with recommended pay rates for 2026.
Lisa Weber, County Clerk, advised the commission that there are multiple cameras in the courthouse that are not working. There are no more extra cameras to replace them with, and new cameras will not be compatible with the existing system. A bid from Golden Belt Telephone was presented for a new 18-camera system which would also provide additional coverage in the building. Commissioner Wycoff moved, and Commissioner Stanford seconded, to approve the bid from Golden Belt Telephone to install the new camera system in the courthouse building in the amount of $24,490.77.
Motion carried 3-0.
Misty Rudy, EMS Director, advised that all of the recommended KDOL inspection items for her building have been resolved. She also presented employee evaluations for her department along with the requested pay rates for 2026.
Rob Murrow, Sheriff, presented his department’s employee evaluations and pay rate requests. He also advised that a new deputy has been hired. Part-time officers are filling in until the last deputy position can be filled.
Trent Harman, Road Supervisor, presented a road crossing permit from LD Drilling & Exploration LLC to bore a 3-inch PVC line at NE 60th Ave, north of the intersection of NE 60th St. Commissioner Wycoff moved, and Commissioner Stanford seconded to approve road crossing permit #26-0123 for LD Drilling. Motion carried 3-0. Trent also discussed a federal road grant that Pawnee County is applying for. Stafford County will join this project to obtain funding to asphalt 1 mile of the Zook Road. There will be a series of zoom meetings regarding this grant application project and Todd Wycoff will be the County Commission representative that will work on this project with Trent on behalf of Stafford County. The commission will also submit a letter of support to this project.
Carolyn Dunn, Stafford County Port Authority, advised that she has been working on an airport improvement grant application. She explained the process involved with this grant and the current status of where she is at in the process.
Commissioner Wycoff moved, and Commissioner Stanford seconded, to approve the minutes from the Jan. 14 meeting and the Jan. 21 non-meeting. Motion carried 3-0.
Upon the request of Mike Robinson, Commissioner Wycoff moved, and Commissioner Stanford seconded, to recess to executive session pursuant to the attorney-client privilege exception to discuss a sensitive matter. Open session to continue at 9:50 a.m. Motion carried 3-0. Those present: Commissioners, County Clerk, County Attorney.
Commissioner Wycoff moved and Commissioner Stanford seconded, to accept the presented tax roll corrections. Motion carried 3-0.
Carl Miller, Planning & Zoning, met with the commissioners regarding the final draft of the updated solar regulations. He advised that the Zoning Commission is meeting this evening at 6 p.m. to discuss approving these solar regulations for adoption into the Stafford County Planning & Zoning Regulations.
