On the City Council Agenda for its Monday night meeting are three items relating to Housing Opportunities Inc.’s planned Bynwood Addition development. The council will consider a rezoning request, the project’s final plat and a revision to the city limits to accommodate the property recently annexed by the city.
HOI is proposing to develop the 24 acres of land it purchased just south of Walmart, known as the Brynwood Addition. This development will consist of three separate phases to incorporate different types of housing totaling 64 units.
The 28-unit low-income Cambridge Park will be Phase 1. It is a project combining supportive services provided by Sunflower Diversified Services to allow the project to cater to its clientele.
HOI projects an approximate timeframe of eight to 10 years for full build-out for all three phases.
First up is rezoning the site from Agricultural to Planned Unit Development. Cambridge Park and will consist of six duplexes, two single-room occupancy units and a community building on the stretch of Grant Street connecting Sixth Street to Second Street.
A public hearing was held on Nov. 28 before the Planning Commission. There were no surrounding property owners that attended the meeting and the commission has recommended approval of the rezoning.
The commission also recommended approval of the final plat. A plat map, also known as a “plat,” shows you how a tract of land is divided into lots.
Supporting documents for the plat include the drainage study completed by Kaw Valley Engineering as well as the Development Plan. All appropriate parties will need to sign the plat and then it will be recorded with the Barton County Register of Deeds.
Lastly, the city annexed the Brynwood addition in October at the request of HOI. Therefore, the council needs to update the boundary resolution to include the new territory. By state statute, the city must pass a boundary resolution by the end of December each year.
Previously, the land had been outside the city limits.
HOI requested to connect the development into the city’s sanitary sewer. On Oct. 3, the governing body approved the connection, contingent upon HOI requesting annexation.
