Building Commission conducts meeting

LARNED — Pawnee County commissioners Kathy Bowman; Donna Pelton; and Gary Caplinger, chair, were present March 14 in the Pawnee County Courthouse lounge to attend the Public Building Commission annual meeting.
PBC commissioners present — Tom Giessel, chair; and Dick King, secretary, with Tim George, vice-chair absent. Also, present was Aaron Koehn, VonFeldt, Bauer and VonFeldt Accountant.
The commissioners heard the reading and approval of the minutes; 2015 audit report, with the acceptance of the report and the Pawnee valley Community Hospital debt service; and, Ruth Searight, county clerk, and Giessel informing them of a Moody research project that they are having difficulty getting copies of previous Pawnee County reports filed with them for Searight update.
Discussed the need for a GAAP Resolution, and after discussion, motion and second to approved resolution 2016-1, with unanimous approval.
Giessel made Motion, King seconded to have VonFeldt, Bauer and VonFeldt perform the 2015 audit for the PBC.
Officers elected for this year — Tim George, president; Tom Giessel, vice-president; and Dick King, secretary. Unanimous.
Approved the next annual meeting for the second Monday — March 13, 2017.
9:10 a.m.—PBC meeting adjourned, and Commissioners went to second floor to their meeting room.
9:15 a.m.—Searight, county clerk, gave the commissioners the following for their review/approval — draft minutes of March 7, 2016; copy of clerk’s report, general ledger and interim; agenda; Olsson Associates Airport Building and paving contract; copy from Sydney Blanton, Larned Chamber of Commerce director, of request for Santa Fe Trail Days; and payables.
• Commissioners approved and appointed Mary Takaishi, PA, as a deputy coroner with Edward Jones, M.D., recommendation.
• Commissioners read and approved the minutes of March 7, 2016.
9:50 a.m.—Sydney Blanton, Larned Chamber of Commerce director. After discussion, commissioners approved the requests for 2016 Santa Fe Trail Days, and she is to work with Darold Bussard, custodian. Blanton gave updates on activities and plans.
11 a.m.—Kurt Demel, Pawnee County highway administrator, informed commissioners of the monies received from FEMA. Demel discussed a low water crossing.
Demel discussed a lease on a Bobcat, which would be a three-year lease, at $4,650 per year. Pawnee County would receive a new one every year, through Sterling Bank. Commissioners approved.
Demel informed commissioners someone dropped a disc on Garfield/Lewis Road. Commissioners approved Hi Plains for sand at $7.80 a ton, and the county would need about 8,500 tons. Demel informed commissioners he did not have any quotes for asphalt yet. He discussed the Posey Road.
Demel discussed and Commissioners signed FEMA standards. He discussed noxious and other weeds. Informed them that Randall Allan, KAC director, was at their meeting.
• Commissioners approved and signed two runs of payables.
1:30 p.m.–Darold Bussard, Pawnee County custodian, gave update on the Fix-It Bike stand at the courthouse.
1:43 p.m.—Jennifer Dials, Agent with Liberty National Life Insurance Co., Wichita. Presented and discussed supplemental life and medical insurance they would like to offer the employees. Discussed two plans she would like to offer, and would give the employees some free insurance.
2:25 p.m.—Mark Lessard, Director, Pawnee Valley Community Hospital Foundation, informed commissioners that Richard Josefiack resigned from the board, and they would need to recommend someone. The board meets the second Tuesday of the Month. Lessard gave updates on his activities.
3:35 p.m.—The meeting was adjourned. The next meeting was scheduled Monday, March 21, at 9 a.m.
