Pawnee commission approves IT system

LARNED — The Pawnee County Commissioners met for a special meeting at 9 a.m. Sept. 6 at the Pawnee County Courthouse. Commissioners Kathy Bowman and chair Gary Caplinger were present. Donna Pelton arrived at 10 a.m. Minutes are provided by Ruth Searight, Pawnee County clerk.
9:05 a.m.—Kurt Demel, Pawnee County highway administrator was present.
9:07 a.m.—An executive session (5 minutes) was requested for personnel exception.
9:12 a.m.—Demel gave updates on activities and goals.
Commissioners approved and signed a payroll change for Dakota Thorne, Level IV, to step 3, effective July 4, 2016.
Start date for FAS 280 Bridge is Oct. 17, 2016.
Demel discussed some oil field pipe.
• Searight gave the commissioners the following for their review/approval — agenda; payroll; payables; overtime information beginning Dec. 1, 2016, which might affect Kay Delaney and Kurt Demel; update on budget; encumbering Kearney & Associates, Schaller, and cutting check for Oden for FAS 280 bridge; draft minutes; and informed them of the need to get the names of the other people in attendance at the special meeting with Secretary Tim Keck, so the minutes can be complete.
10 a.m.—John Settle, Pawnee County attorney; John Haas, PVCH board member; Shae Veach, acting administrator, PVCH, and George Harms, CFO, HaysMed.
They presented and discussed the “Annual Impact of KanCare Expansion,” Pawnee Valley Community Hospital FTE’s — June 2016, and Body Count — Payroll 6/25/2016, and Pawnee Valley Medical Center Revenue by Financial Class, Years 2011 the YTD 2016, and PVCH Medicare.
They requested the commissioners to adopt and move forward on the IT System, Meditech. They have made a down payment of $50,000, but had not gone forward with the plan. The cost has come down significantly from the original figure of $600,000. Now they need to put another $20,000 down, and the balance to complete will be $309,000. Commissioners approved the overall project.
10:25 a.m.—An executive session (30 minutes) was requested for attorney/client privilege.

11:05 a.m. — An executive session (10 minutes) was requested for attorney/client privilege.
11:15 a.m. —Robin Rziha, Pawnee County health administrator, requested offering flu shots to the county employees, and they would bill the employees insurance, and accept whatever the insurance pays, and will absorb any balance not paid byinsurance. Commissioners approved.
• Searight discussed a low water crossing that the commissioners had approved, and put down $8,000. Searight needs the additional amount to encumber for road and bridge for 2016.
Commissioners via telephone, visited with Kurt Demel, and the additional amount is $40,000, and it is in Keysville Township.
Noon—The meeting was adjourned. The next meeting was scheduled at 9 a.m. Sept. 12.
