LARNED — The Pawnee County Commission met June 17 at the Pawnee County Courthouse. The following are approved minutes submitted by Pawnee Commission clerk Ruth Searight.
9 a.m. — Pawnee County commissioners Donna Pelton, Kathy Bowman and John C. Haas were present.
• Ruth Searight, County Clerk. Gave preliminary update on assessed valuation, for 2013.
• Dolores Wren, Register of Deeds. Informed the Commissioners of a purchase she was making from the ROD Tech Fund.
• Commissioners read and approved minutes of June 10.
• Commissioners signed change orders Nos. 2012-86, 87 and 88.
9:05 a.m. — Bruce Gatterman, 24th Judicial District Judge, Scott King, Pawnee County sheriff, Derek Slack, Pawnee County undersheriff, and John Settle, Pawnee County attorney. They discussed new laws effective July 1, 2013, regarding concealed carry.
At one point, commissioners and others went to third floor to look at the areas outside and inside the court rooms.
10:10 a.m. — Kurt Demel, Pawnee County highway administrator, and Pete Schartz, First State Bank presented and discussed the lease/purchase contract for the new loader. Lease-ourchase agreement calls for three year payout at 2.15 percent interest. Commissioners signed lease/purchase agreements/contracts for the new loader.
Demel gave updates on roads, bridges and noxious weed work.
• Commissioners signed two replacement checks Nos. 104698 and 104751, which replaces check Nos. 101839, dated May 22, 2012.
• Darold Bussard, Pawnee County custodian, gave an update on the lawn mower.
• Commissioners approved and signed checks for payroll, bills and expenses.
• Commissioners sorted through mail.
• Commissioners discussed the Pawnee Valley Community Hospital.
Noon — Matt Heyen, Pawnee Valley Community Hospital administrator, Shae Veach, Regional Vice-President, and Bill Overbey, CFO, all with PVCH.
They gave updates on federal and state surveys, and other monthly updates. They reviewed the Financials as of end of May, and presented projections for the next 10 years. They projecting, Pawnee County could pay the bonds completely at the end of 10 years if the commissioners approved.
1:20 p.m. — Executive session, personnel exception, 40 minutes.
2 p.m. — Executive session, personnel exception, 15 minutes.

June 24, 2013
9 a.m. -- Reconvene. Pelton, Bowman and Haas present.
Scott King, Sheriff, and Derek Slack, Undersheriff. Discussed the concealed carry new law. Bowman made motion, seconded by Pelton, concurred by Haas, to pursue a six month exemption.
Signed a payroll change form for Jessica Moore, effective June 23, 2013.
Read and approved minutes of June 17, 2013.
Darold Bussard, Custodian. Presented and discuss three quotes for a new lawn mower. Bowman made motion, seconded by Pelton, concurred by Haas, to purchase Snapper from Carr Auto Electric for $3,113.

9:45 a.m. -- Commissioners recessed for Haas and Bowman to attend a funeral. Reconvene after funeral.
10:35 a.m. -- Pelton gave update on The Center for Counseling and Consultation meeting with her while they were gone.
10:40 a.m. -- Carl Miller, Pawnee County Appraiser. Presented and discussed 2014 proposed budget.
Discussed the neighborhood revitalization need for renewal.
Discussed the land use value change if the lesser prairie chicken changes are enacted.
11:20 a.m. -- Robert Mitchell, CKLEPG Director. Presented and discussed propose 2014 budget and appropriation request.
Gave updates on activities and plans with CKLEPG.
11:30 a.m. -- Mary Beth Herrmann, Pawnee County health administrator. Commissioners signed a Letter of Understanding for the WIC Program.
Gave updates on equipment, activities, changes and plans.
Discussed the challenges the additional mandates from Federal and State Governments are placing on department.
1:30 p.m. -- Rod Wheaton, Pawnee County solid waste supervisor. Discussed and Commissioners sign new contract with Larned State Hospital.
Gave other updates, including the demolition of the old hospital.
1:50 p.m. -- John Settle, Pawnee County attorney. Presented and visited about the exemption letter he is composing for the concealed carry.
2:05 p.m. -- Denise Wood, Community Corrections/Juvenile Justice Authority director. Discussed the KDOC revised budget letter.
John Settle, County Attorney. Further discussed the exemption letter for concealed carry.
2:40 Executive session, attorney/client privilege, 15 minutes.
2:55 Commissioners approved the changes to the exempt letter, and approved Haas coming in tomorrow to sign the letter.

Pawnee County commission hears reports
