Rickie A. Bell is a registered sex offender, and was convicted of Second Degree Sexual Assault out of Wisconsin. On Monday, April 30, Bell was the subject of a Crime Stoppers report from the Barton County Sheriff’s Office, seeking the public’s assistance in locating a wanted person. Additional information has been obtained.
He was released from the Kansas Department of Corrections on March 10, 2017. At that time, he reported the address on file with the Barton County Sheriff’s Office. According to the Barton County Sheriff’s Department, a registered offender has three days to report any change so once he got released from prison, he should have come to register in Barton County, but failed to do so.
He was arrested in Barton County on Sept. 20, 2017 for no driver’s license, an illegal tag and no insurance. An updated mugshot was taken at that time. He was released on Sept. 22, 2017.
Law enforcement is asking for the public’s assistance in locating Bell. He is described as a white male, 53 years of age, 5’11” and 175 lbs., with gray hair and hazel eyes.
