St. John, Stafford seniors join county commissioners

ST. JOHN — These are the minutes from the Stafford County Board of County Commissioner meeting.

The Stafford County Board of County Commissioners met on Wednesday, April 29, in the Commission Room in the Annex. Chairman Garner called the meeting to order at 8:30 a.m. Present: Bryce Garner, Todd Wycoff, and Jim Stanford.

To wrap up County Government Month, senior students from St. John and Stafford joined the meeting. The Commissioners gave a presentation to the students, going over the responsibilities of their positions, and the importance of local government. Students then were led on a tour of the County Offices and the Courthouse by Lu Ann Brister, Register of Deeds.

Carl Miller, Planning and Zoning Administrator, met with commissioners to present his 2027 Department budget. He is proposing $27,900, which is down from the 2026 budget of $33,500. The change is mostly accounted for as not as many expected training and conference expenses. He then gave an update on his department, including solar farm regulations and permitting, and potential board changes.

Commissioner Wycoff motioned to approve minutes from the April 22 meeting. Commissioner Stanford seconded. Motion carried 3-0.

Gina Schwein, 911 Communications, stopped in to update the Commission on personnel in her department.

Commissioners discussed an airport preliminary study and some issues surrounding it. Discussion was then tabled for a week so that Carolyn Dunn, Stafford County Port Authority can join and add to the conversation.
